From March 15 to 16, 2025, Shanghai New Era Urban Safety and Emergency Management Research Institute (referred to as "Xin'an Institute") and Shanghai Jiaotong University (referred to as "Shanghai Jiaotong University") jointly organized the "Enterprise Safety and Urban Risk Management Seminar" was successfully carried out in Shanghai Basic Engineering Group Co., Ltd. (referred to as "Basic Group"). This course is the first lecture in the Spring Festival of 2025. It continues the innovative form of entering the students' enterprises, further builds a platform for students to understand each other and communicate in depth, and promotes the deep integration of urban safety theory learning and practice.

City Safety Examination

On the morning of March 15, Mr. Sun Jianping said in his lecture that urban safety is the most basic public product and an important part of the national strategy. At present, urban safety has shifted from a single field of risk management to a systematic and holistic project, the construction of resilient cities is moving from theory to practice, and urban physical examination is not only a technical tool, but also a governance innovation. "Strengthen the prevention and control of urban operation safety risks, and build a resilient and safe city"

On the afternoon of March 15, in the course, Mr. Dong Youhong made an in-depth analysis of the challenges faced by mega-cities, such as frequent occurrence of extreme disasters, multiple risk carriers, persistent threat of infectious diseases, and intertwining of traditional and new risks. He added short boards such as insufficient emergency coordination, poor information communication, lagging monitoring and early warning, and weak grass-roots security. It is urgent to reconstruct the governance logic with "bottom line thinking and resilience construction. He proposed that the construction of a resilient and safe city should focus on the six dimensions of resilience: organization, system, society, economy, space and technology. The government should lead the multi-governance to break the fragmentation, take the system construction as the effective direction guide, improve the laws and regulations, strengthen the responsibility chain, cultivate the public's rational response ability, develop diversified economy to ensure post disaster recovery, and optimize the redundancy of emergency facilities layout, relying on the Internet of things, big data and artificial intelligence technology to achieve community emergency management information, intelligence, precision and efficiency.

Practice and Thinking of Emergency Management in Shanghai

On the morning of March 16, Deputy Director Shen Weizhong provided students with a panoramic perspective of safety production and emergency management with a high degree of theory and depth of practice, and systematically explained the core content of emergency management system construction, emergency response and safety production work. The construction of emergency management system is an important part of the overall national security concept. Starting from the overall national security concept, the course reviews the evolution of China's emergency management system, analyzes typical accident cases, and combines Shanghai's innovative practice in flood prevention and typhoon prevention, hazardous chemical accident disposal, public health incident response and other aspects, It shows the Shanghai experience under the pattern of "all kinds of disasters and large emergency response. He stressed that production safety is an important part of emergency management, and it is necessary to adhere to the whole process management of "prevention in advance, rescue and investigation after the event". He also proposed that we should build a resilient and safe city in an all-round way, prevent and resolve major risks, and achieve "responsibility in mind, knowing in mind, law in hand, and good command", so as to provide a solid guarantee for urban safety governance.

On the afternoon of March 16, teacher Zhang Yunfeng's course took "equal emphasis on urban risk prevention and control and financial innovation" as the context, built a systematic solution for city managers to "stabilize the foundation, expand channels, and control risks", and explained in detail the dialectical relationship between financial risks and urban development. In the face of the challenges of insufficient financial funds and difficult bond issuance in urban construction, Mr. Zhang, in combination with the spirit of the Central Economic Work Conference, pointed out that we should seize the opportunities of moderately loose monetary policy and the cultivation of new quality productivity, and focus on high-end manufacturing, rural revitalization and other fields. On the path of debt resolution and innovation, the strategy of "multi-level capital market coordination of government platform financing innovation" is adopted, and the debt structure is optimized through the transfer of fund shares and the replacement of ultra-long-term government bonds, so as to form a sustainable development situation of "equal emphasis on safety and efficiency.

In addition to the course, the trainees of the seminar also visited the enterprise exhibition hall. Zhang Siqun, vice president of the basic group, personally led the team to explain, from the development process of the enterprise, major engineering infrastructure projects, to the innovative application of intelligent construction technology, comprehensively demonstrated the benchmarking practice of the basic group in the field of safety production, and demonstrated the true nature of "building an iron army. The trainees said that this course has both theoretical basis and practical value.
